The UAE’s construction sector is one of the largest in the GCC, driven by mega-projects, infrastructure expansion, and a continuous wave of real estate development. For contractors, subcontractors, and construction consultancies, the UAE offers a deep pipeline of work.

What Licence Do You Need?

Construction businesses require either a commercial licence (for contracting and building materials trading) or a professional licence (for engineering consultancy, project management, and architectural services). Common activities include building contracting, civil engineering, MEP contracting, interior fit-out, construction project management, and building materials trading. Contracting licences are further classified by grade — which determines the size and value of projects you are permitted to undertake.

Where to Set Up

Construction and contracting is overwhelmingly a mainland activity. Government projects, private developments, and subcontracting arrangements all require mainland licences. Free zones may work for construction consultancy or project management advisory, but physical contracting operations must be mainland-based.

Regulatory Requirements

Beyond the trade licence, you will need contractor classification from the relevant municipality, approval from Dubai Civil Defence or equivalent for fire and safety, and in some cases approvals from the Ministry of Energy and Infrastructure.

Higher contractor grades require demonstrated financial capacity, staffing levels, equipment ownership, and project track records.

The Setup Process

Licence processing takes two to four weeks. Contractor classification can take an additional four to eight weeks depending on the grade. Banking for construction companies takes four to eight weeks. Total: six to sixteen weeks.

What It Costs

A mainland contracting licence starts from AED 30,000 to AED 60,000 for the first year. Contractor classification fees, insurance bonds, and equipment requirements add significantly — budget AED 100,000 to AED 500,000 depending on the grade.
