The UAE is investing heavily in its industrial sector as part of its economic diversification strategy. With programmes like “Operation 300bn” targeting AED 300 billion in industrial GDP by 2031, the country is actively attracting manufacturers across food processing, building materials, chemicals, pharmaceuticals, and advanced manufacturing.
What Is an Industrial Licence?
An industrial licence authorises a company to manufacture, assemble, process, or package products within the UAE. It is distinct from a commercial licence (trading) and a professional licence (services). Industrial licences require physical production facilities and are subject to additional approvals from municipalities, environmental agencies, and in some cases federal ministries.
Where to Set Up
Mainland industrial licences are issued by the DED and typically require premises in designated industrial areas — such as Dubai Industrial City, Al Quoz Industrial, or Musaffah in Abu Dhabi. Free zones with strong industrial ecosystems include JAFZA, KIZAD (Abu Dhabi), Hamriyah Free Zone (Sharjah), RAKEZ, and National Industries Park. If you are manufacturing for the UAE domestic market, mainland is the natural fit. If your production is primarily for export, a free zone offers customs advantages and potentially 0% corporate tax.
Regulatory Requirements
You will typically need clearance from the local municipality (environmental and waste management), Dubai Civil Defence or equivalent (fire safety), and potentially the Ministry of Industry and Advanced Technology. Food manufacturing requires additional food safety authority approvals.
Your facility must meet occupational health and safety standards, and your production processes must comply with UAE quality and environmental regulations.
The Setup Process
Expect one to two weeks for licence processing, four to twelve weeks for premises fit-out and approvals, and two to eight weeks for banking. If you are building from scratch on a Greenfield plot, the overall timeline can extend to six to twelve months.
For ready-built units, a fully operational facility can be achieved in two to four months.
What It Costs
Industrial licence fees are typically AED 15,000 to AED 30,000. However, total first-year costs including premises, fit-out, equipment, and regulatory compliance typically range from AED 200,000 to AED 1,000,000 or more depending on scale. Government incentives and subsidies are available through programmes like ADIO and Make it in the Emirates.
